Terms of Reference

  • Developing policies, regulations and strategic programs, and supervising the implementation of veterinary hygiene, quarantine and biosecurity requirements in pastures, rangelands, watering points, livestock farms, slaughterhouses, processing plants and other animal production facilities.
  • Developing strategic policies and national programs for monitoring and controlling residues of veterinary drugs, hormones, mycotoxins, radionuclides, dioxins, polychlorinated biphenyls (PCBs), pesticides, heavy metals and other contaminants in food of animal origin.
  • Developing policies and strategic frameworks for crisis management and rapid response systems to address risks affecting animal health, animal feed and food of animal origin at the national level.
  • Designing, implementing and supervising inspection, monitoring and quality assurance systems for animal feed and food products throughout the entire production and supply chain.
  • Developing policies, standards and technical regulations governing the breeding, production and use of laboratory animals.
  • Preparing and supervising technical guidelines to promote animal welfare and the production of organic animal products in accordance with national regulations and Islamic principles.
  • Planning and implementing national animal identification and traceability systems, including the issuance of official veterinary health certificates.
  • Developing, implementing and updating national standards and laboratory methods for monitoring veterinary drug residues and other contaminants.
  • Developing and enforcing veterinary inspection standards for meat hygiene and quality assurance throughout slaughterhouse operations.
  • Evaluating, introducing and applying modern technologies, laboratory equipment and diagnostic tools for quality control and safety assessment of animal products.
  • Designing and implementing applied research projects to strengthen biosecurity, quality assurance and food safety monitoring throughout the animal production and supply chain.
  • Planning and conducting academic and in-service training programs for personnel in the public and private veterinary sectors on biosecurity, food safety, quality assurance and inspection systems.
  • Cooperating with governmental organizations, private institutions and professional stakeholders in implementing veterinary hygiene, quarantine and biosecurity programs.
  • Planning, regulating and supervising hygienic standards for rural slaughterhouses, temporary slaughter facilities and religious slaughter practices.
  • Preparing and issuing veterinary hygiene and biosecurity guidelines for livestock farms and rural animal production units.
  • Cooperating in the development and implementation of national standards related to animal feed, livestock products, animal housing facilities and processing plants.
  • Participating in national, regional and international scientific meetings, technical workshops and conferences related to veterinary public health and food safety.
  • Supervising and supporting the implementation of Islamic requirements and veterinary regulations governing Halal slaughter and hygienic fishing practices.
