Office for Health and Management of Animal Diseases
Terms of Reference
- Developing policies and strategic plans for the prevention, control, surveillance, monitoring and eradication of animal diseases, with particular emphasis on notifiable diseases.
- Developing policies and strategic plans for the prevention, control and surveillance of zoonotic (animal-to-human) diseases.
- Designing and implementing effective national surveillance systems for animal and zoonotic diseases, including monitoring, evaluation and disease classification.
- Preparing short-, medium- and long-term operational programs for disease prevention, control and eradication, while strengthening national surveillance systems.
- Developing technical regulations, standards and operational guidelines for disease prevention, control and eradication, together with annual implementation plans.
- Monitoring, evaluating and analyzing the performance of provincial veterinary offices in implementing national disease control programs.
- Collecting and assessing epidemiological information on infectious diseases affecting wildlife, companion animals and disease reservoirs.
- Collecting, analyzing and interpreting epidemiological data to identify the most effective methods for preventing and eradicating animal and zoonotic diseases.
- Preparing national action plans for the prevention, control and eradication of endemic, emerging, re-emerging and exotic animal diseases.
- Assessing national requirements for vaccines, biological products, antiparasitic drugs, equipment, supplies and human resources, and supervising their nationwide distribution and utilization.
- Identifying educational and training needs for public and private veterinary personnel in disease prevention and control.
- Participating in applied research projects aimed at improving animal disease prevention, surveillance and control programs.
- Cooperating in organizing national, regional and international scientific meetings, workshops and conferences on animal and zoonotic diseases.
- Conducting risk assessment, risk management and risk communication related to endemic and transboundary animal diseases.
- Collaborating with the Ministry of Health in the prevention and control of zoonotic diseases.
- Conducting epidemiological investigations to determine the origin, transmission routes and geographical distribution of animal and zoonotic diseases.
- Assessing the incidence, prevalence and economic impacts of animal and zoonotic diseases.
- Evaluating the health status and disease risks associated with pastures, watering points, livestock farms, animal holdings, slaughterhouses and other animal-related establishments.
- Conducting epidemiological investigations and tracing outbreaks of exotic and transboundary animal diseases.
- Evaluating the effectiveness of vaccines, biological products, veterinary medicines and pesticides used in national disease control programs.
- Monitoring and adopting the latest scientific and technical developments in animal health through national and international information sources.
- Preparing and submitting official reports and disease information to international organizations such as the World Organisation for Animal Health (WOAH), the Food and Agriculture Organization of the United Nations (FAO), and the World Health Organization (WHO).
- Preparing technical reports, epidemiological bulletins, statistical publications and documentary materials on animal and zoonotic diseases.
- Cooperating with relevant authorities in expanding and strengthening livestock insurance programs against animal diseases.
