Legal Evolution in Veterinary Institution and Services of Iran

The outbreak of Mad Cow Disease was one of the main reasons behind the establishment of veterinary organizations in many countries, including Iran. During World War I (1916), the disease caused severe losses to livestock in several provinces of the country. As a result, the Government established a specialized authority in 1924 to control animal diseases and epidemics.

This initiative became the foundation of today's Iran Veterinary Organization (IVO), which now operates nationwide with specialized departments and clearly defined responsibilities.

• Planning, organizing and coordinating matters related to the Office of the Head of the Iran Veterinary Organization.
• Cooperating and coordinating with universities, research institutes and scientific centers in veterinary affairs.
• Establishing effective communication with the public, employees and veterinary authorities nationwide.
• Following up, reviewing and resolving requests, challenges and complaints through the relevant deputies, departments and provincial offices.
• Reviewing parliamentary correspondence, official inquiries and preparing appropriate responses.
• Identifying qualified experts and managers for executive and managerial positions.
• Providing recommendations regarding the appointment or dismissal of national and provincial managers.
• Planning and coordinating domestic and international official missions for managers and specialists.
• Reviewing requests and operational challenges submitted by provincial offices and resolving them at headquarters level.
• Preparing and coordinating official meetings between the Head of IVO and senior governmental authorities.
• Coordinating administrative affairs among headquarters departments and affiliated directorates.
• Planning and organizing meetings of the National Coordination Council with Provincial Director Generals.
• Coordinating national and provincial activities related to emergency response during natural disasters and critical situations.
• Participating in drafting, reviewing and approving veterinary laws, regulations and executive directives.
• Monitoring and evaluating the performance of national and provincial managers.
• Developing specialized indicators and evaluation criteria for organizational performance assessment.
• Conducting regular inspections of headquarters and provincial units to evaluate operational performance, detect administrative violations and prepare official reports.
• Receiving, reviewing and following up complaints submitted against organizational units and employees, and communicating the results to complainants.
• Reviewing legal drafts, executive directives, circulars and internal regulations before approval.
• Representing the Organization in judicial proceedings and pursuing legal cases until final resolution.
• Reviewing and providing expert opinions on bills, regulations and development plans related to the veterinary sector.
