About The Ministry of Agriculture-Jahad

 

Agriculture sector deserves authentic position in boosting national independency, rising rural development, enhancing Food–Security and promoting national health. The sector widely enjoys climatic diversity and rich reserves for generating productive occupation, comparative advantage in production and exporting surplus products to local and foreign markets.

 

Agriculture sector displayed substantive indicators over the past years e. g. 14% share in G.D.P., 20% in employment and over 80% in foodstuff production for domestic consumption. These advantages are significantly remarked for productions, occupation, exportation and rational exploitation of natural resources supported by scientific research as well as people’s participation across the nation.

 

Now the sector has taken the lead for higher yield and quality production followed by enhancing rural status, preventing migration trend and generating socio-economic justice at national scale. All these commitments have been anticipated within the framework of the 5-Year National Development Plans supported by policy–makers in favor of socio–economic promotion nation-wide.

 

During the past years, agriculture sector has experienced profound changes and prosperities in many areas but however, invasion of many challenges including natural disasters i.e. severe drought and flooding have intensified the situation and stagnated proper growth and progression of the sector.

Vision & Mission in Agriculture Sector:

 

Agriculture sector is committed, but not limited, to the following tasks:

 

A. Policy–making, planning and supervision;

 

1. Figuring out due policies and strategies relevant to agriculture and rural tribal development within the framework of sustainable Development setting ;

 

2. Investigating and operating on needed production to meet national requirements to agro-crops, animal proteins followed by export promotion in regard with comparative advantages and ongoing commercial codes and conduits;

 

3. Preparation and execution of updated information statistic system on agricultural rural characteristics ;

 

4. Derivation of standards and codes for planning in the areas of establishments and infra-structural setting required for production and producers in the sector;

 

5. Surveillance and evaluation of all performances and actions made by affiliated institutions followed by due coordination and synergy.

 

B. Research, Extension and Education

 

1. Launching applied research and development initiatives on following areas :

 

- Water and soil resources, breeding of new seeds and seedlings, genetic modification , livestock and aquatics raising, a forestation and watershed management , plant protection and pest control;

 

- Introducing the state of the arts of technology in biotechnology and genetic engineering within the sector proportional to prevalent climatic features;

 

- Rising productivity index, reducing wastes and qualifying the agro-crops;

 

- Producing effective medicines and biological inputs for combating diseases out-broken amid human and animals ;

 

2. Conducting applied/scientific training or techno-vocational courses for empowering practitioners, producers and clients of the sector under the approved acts and regulations.

 

3. Studying, designing and optimizing the patterns and practices associated to forming systems supported by regular monitoring and evaluation process.

 

C. Natural resources and watershed management

 

1. Comprehensive studying and surveying on national watersheds in favor of planning watershed management schemes to ban soil erosion and proper exploitation of arable lands and natural resources;

 

2. Protection, survival and expansion of forests and rangelands as well as sound and renewable use of natural resources in compliance with law and order of sustainable development;

 

D. Agro–infrastructures and rural development

 

1. Enhancement of agro-machinery proportional to climatic aspects and cultural settings of varying areas supported by due technical services needed;

 

2. Forwarding land–consolidation schemes, renovation of farms and orchards for higher productivity and efficient implication of basic inputs favoring greater performance and yield;

 

3. Planning on soil protection and reclamation for wider impacts and performance in irrigation process;

 

4. Focusing on small–scale schemes leading to improved water harvesting in coordination with the Ministry of Energy;

 

5. Making actions in building, maintenance and operating fishery ports and establishments coordinated with other line disciplines;

 

6. Emphasizing on Nomadic movement and sedentarization within the context of areal integrative schemes;

 

7. Development and supporting “processing plants” in agricultural rural areas;

 

E. Agro-businesses, livestock and aquatics;

 

1. Taking initiatives for higher productivity of farms and orchards via advising prompt farming patterns in view to water scarcity, production capacity and climatic conditions;

 

2. Providing veterinary services in animal farms plus controlling joint animal–human diseases, quarantine and hygienic attempts in slaughter-houses, pastures, farms, feed-plants, cool-houses, stores, etc;

 

3. Monitoring and supervision on basic inputs import acquired by the sub–sectors’ practitioners;

 

4. Planning and execution of core projects related to conservation and extension of livestock, aquatic and poultry resources followed by genetic modification and feeding qualification;

 

E. Supportive affairs in agro-business fields

 

1. Supporting wider investments in the sector via seeking credit facilities of bank system forming supportive funds, insurance coverage and processing plants for larger production and broader incentives amid producers and activists;

 

2. Paving the way for due supplying and distribution of agro-inputs, biologics and medicines trough public/private sectors under strict supervision;

 

3. Encouraging and supporting NGOs to interfere into service rendering process followed by close coordination and supervision on their operations;

 

4. Addressing market regulation for agro-products as well as proposing guaranteed price and purchase to support producers;

 

5. Creating facilities and bedding for marketing or exporting agro-crops and handicrafts commodities in abidance with commercial rules and regulations;
